City Council: In New York City, I serve on the Mayor's Council on the
Environment, chairing its noise committee. I have served for four
Mayors, largely because of my expertise on the adverse effects of noise
to health and well-being, especially that of children. My research on
the effects of noise on children's learning when their school was
adjacent to noisy elevated train tracks is considered landmark research
in the field. Over twenty-five subsequent studies examining impacts of
noise on children's learning have supported the findings of my research.
I urge you to read article I have written on children and noise that can
be found at www.lhh.org/noise, click into journal articles.
     I have heard that residents of Menlo Park are concerned about
placing a childcare facility in an area that would be exposed to train
and construction noise. I would be very willing to discuss this
proposal with members of the Council and the impact on children. Do
