RE: T-Mobile Cell Site on Bay Road

Dear Ms. Still:

T-Mobile is constantly improving its coverage and expanding its network capacity to handle the growing demand for wireless communications services, including voice calls, data use, and 9-1-1 calls. Many residents do not have landline phones and rely solely on cellular phone service. T-Mobile is providing in house service as well as on the road service.

It is T-Mobile's policy to work within all relevant and appropriate sitting guidelines and regulations. In regards to RF emissions, all cell site facilities are regulated by the Federal Communications Commission (FCC) which set conservative, science-based radio frequency emission guidelines to protect the health of citizens. T-Mobile antennas operate well within national safety guidelines established by the Federal Government. On this PG&E pole, the antennas are placed at 45 feet.

Ms. Still, I would be happy to retain the firm of Hammett & Edison, Inc. Consulting Engineers to evaluate the site for compliance with appropriate guidelines limiting human exposure to radio frequency ("RF") electromagnetic fields. We would then meet with you and the City of Menlo Park to discuss the results. Please let me know if you would like me to contact them; due to their schedule, it takes a few months to have the study completed. .

Regarding aesthetics, currently on the pole is a T-Mobile equipment box and a PG&E meter. The City of Menlo Park is very diligent in maintaining the aesthetics of neighborhoods, thus they requested that T-Mobile house the T-Mobile equipment in a cabinet on the ground. T-Mobile is in the process of designing a cabinet for city review with the next several months. Thus, the cabinet currently on the pole is a temporary placement that will ultimately be removed from the pole.

Please phone me at (925) 521-3910 should you need any further information.

Sincerely, Karen Pardieck

Dear Holly:

Thank you for your inquiry. The T-Mobile installation at Bay Road and Almanor Avenue is a temporary encroachment permitted by the City of Menlo Park. T-Mobile is working to expand their network coverage for customers in your neighborhood and throughout Menlo Park. The equipment on the pole will be removed in the coming months and replaced with a low profile cabinet. The temporary stop work notice was posted by the City while terms of the temporary permit were being finalized.

The City required T-Mobile’s contractor to notify residents in the area, but should have had questions addressed to their representative rather than City staff. If you have concerns about the equipment or T-Mobile’s operations, please contact Karen Pardieck of T-Mobile at (925) 521-3910.

Our neighborhood is trying to find out what PG&E and T-Mobile are doing on the utility pole at Bay Road and Almanor. We received a Notice of Construction in our mail boxes this past Friday. The notice states that working hours will be from 8am-6pm from 12/28/09-01/30/10. Any questions or concerns are to be addressed to the Menlo Park Public Works Dept. (No phone number given). No reason is given for the work.

The utility pole at the corner of Bay Road and Almanor was recently replaced and an extension was added to the top of the pole. Some type of boxes were also added to the pole. PG&E worked on the pole for a few days, then a pink Stop Work notice was tacked to the pole.

If a cell tower is being installed, why werent the residents in my neighborhood given a vote if they wanted a cell tower installed? This is a densely populated neighborhood. Besides being an eyesore, what about radiation?

Regards,

Holly Still
