I reviewed Martin Engel's email to you of June 16, together with Susan Basso's communication. I am in a different Park Forest Association from Martin Engel's (Martin is in Park Forest III; I am in Park Forest I). However I totally agree with what Martin has said; please be aware that surrounding this development are 90 townhomes comprising Park Forest I, II, and III. It would be fair to say that no one wants less parking than the 66 spaces required by the zoning ordinance.
When the project was originally being considered, I appeared before the council and pointed out that there is a very unusual issue here: on Buckthorn; across the street from the project, we have four businesses (the store, another business, the hair salon, and Pilates). You were also provided information by Jack Ajluni who lives at 142 Stone Pine. Mr. Ajluni was the original owner of the hair salon and is very familiar with the history of the parking situation on Buckthorn. Unfortunately, all of these businesses were allowed to develop originally by the city of Menlo Park without adequate parking. Over the years, customers used the Gaylord's parking lot for "overflow."
During the time that the current project has been under consideration, some of us in the neighborhood have done surveys of the number of cars parked doing the day in the largely vacant Gaylord's parking lot. These cars are utilizing the businesses located on Buckthorn and El Camino. We have counted as many as 20 cars at some times of the day, and the general range seems to be between 10 and 20. This is obviously "overflow" due to inadequate parking on Buckthorn (a situation which can never be changed given the configuration of the street and the vested rights that the business owners have.
This is the central reason why maximum parking (including underground parking if necessary) must be provided by the developers of the medical/dental building at 1706 El Camino. Inevitably, customers of the existing businesses on Buckthorn will continue to look for space to park in the Gaylord's parking lot. The owners of 1706 El Camino will have to take that into consideration, in addition to providing adequate parking for the doctors, dentists, and staff who will be working in the building, not to mention all the patients who will be coming and going.
There is simply no room for overflow on Buckthorn and Stone Pine, given all the driveways.
I also testified before the council that my own dentist is located at 777 Welsh Road in a building taht is almost the same size as the proposed project. The building at 777 Welch is 10,000 square feet. They have more than 100 parking spaces around the building, and by 9:00 in the morning, they are virtually all filled with staff cars and customer cars. This is an empirical example of what will happen with an identical medical/dental building at 1706 El Camino.
