Downtown Specific Plan

A couple of comments:


There is a plan to build a pedestrian/bike tunnel from El camino under the
tracks. This is fine by Burgess Park. Unless the projects provide all
parking required for its use, overflow parking will be in our neighborhood
enabled by that bike tunnel. The Planning Commission and Council have
historically relieved projects from providing the necessary parking. Palo
Alto city and Council, recently woke up regarding the issue of inadequate
downtown parking.

Another matter is infrastructure, and sewer in particular. When the
Stanford Park Hotel was planned, the sewer pipes from El Camino down our
neighborhood (Linfield Oaks) to the bay were inadequate. The solution was
for the hotel to build a septic holding tank. Rather than have their
guests hold everything in until evening hours, the Holding Tank fills up
during the day. At night the hotel pumps it downstream. The historical
use of the dealerships was really light use in terms of people, much less
than the plans for development, it isn't clear of the city noted this
discrepancy in the EIR, or are waiting to bill the residents for more
capacity.
