"It's a fundamental principle of the criminal justice system," Mr. Wagstaffe agreed. "For every act, there must be a consequence. If there's no consequence, why would anyone fear committing the act?"

I agree with Mr. Wagstaffe and recommend the following:

The law states:

AB 1234 Section 53235.

(b) Each local agency official shall receive at least two hours of training in general ethics principles and ethics laws relevant to his or her public service every two years."

No penalty is specified in the Act for failure to comply. I would argue that since this is a requirement for holding office that failure to comply should mean automatic forfeiture of office when the two year period expired. If you do not renew your driver's license then you can no longer legally drive.
