Proposed EIR for 389 El Camino

Stuffed in the middle of tonight's (12/14/2010) consent calendar, is a proposal to do an EIR for a project at 389 El Camino.

Since this is right in the middle of the Downtown/El Camino area, why is staff proposing do this kind of study?.

  This project does not conform to current zoning, and the City is certainly not obligated to process such a request.

Even though the developer will be paying for this EIR, it was understood that projects would not be approved which did not conform until the proposed El Camino /Downtown process was completed.

Since the proposed project doesn't conform to current zoning, there should be no compulsion to do anything.

I urge the council to reject this item, which is on the consent section of the meeting.
