p.s. Another idea that can be helpful in using downtown parking space
efficiently. The ECR/Downtown Plan already recommends unbundled
parking for residential developments. Other cities are starting to
enable this approach for commercial developments as well. If a
tenant uses less parking than average, those parking spaces can be
made available back to the public pool.

Menlo Park already recommends shared parking for neighbors with
complementary hours of use, but this needs to be worked out in
advance. With unbundled parking, the tenant can lease what they need,
and make unused parking available at a later date. If this is not
done, it is harder for the city to seek to renegotiate access to
stranded, underutilized private parking.

This approach has been recently included in policies in City of San
Mateo and Sunnyvale as they seek to make efficient use of parking
going forward.
