Hi, see below. Forgot to cc city council. Thx, Lee for the reminder.Pls. see link and pix below for protecting bikes from cars as done in other countries.
Adding a barrier b/w bikes and cars would make bicyclists safer while slowing down traffic speed on Santa Cruz.Downside -- this takes more room and may also result in a Willow's bottlleneck problem. 
I made the mistake of going eastbound on Willow on a weekday at 5pm. Took over an hour to go from Middlefield to Facebook. This is another problem traffic area that needs to be addressed in MP. Perhaps a dedicated lane for buses?
See how they do it in Bogota, Colombia w/ dedicated bike lanes.

fyi: See the documentary film "Urbanized" by Gary Hustwit avail. at the Menlo Park library. Has suggestions on what other countries do re: low income housing, bus and bike lanes. And what does NOT work (Brasilia, out of scale monumental bldgs).

Alternative #2 seems best compromise. Thx for sending, Lee & Joy.
Too bad we can't think out of the box.In other countries (inc. Massachussetts!!)  they have barriers or landscaping next to bike lanes which then abut street parking. That way, the parked cars are on the left of the bikers and walkers, protecting them from car traffic. If you bicycle, you immediately appreciate how much safer this is unlike the more common US road system where bikes have to navigate b/w moving cars and parked cars that can have doors swinging out. 
You can also google images of bike lanes in denmark, montreal and netherlands. See below, Cambridge picture sums up what I mean.
