Hi Mr. Mazzon,

Thank you for your email and consideration of school traffic and circulation issues for the future Laurel Upper Campus.

The City is currently leading a focused plan for improvements to access for walking, biking and vehicle traffic to the new school. This effort will be kicked off on Thursday evening, at 6pm in the Laurel School Multi-purpose Room (on Edge Road in Atherton), with an opportunity for feedback on the issues that the City has heard to-date. The Cities of East Palo Alto and Menlo Park have also been awarded grant funds to provide bicycle markings, signage, close sidewalk gaps and crosswalk enhancements in association with the opening of the new school. We will present information on these modifications on Thursday as well.

At this time, we do not have funds allocated for a full Safe Routes to School Plan for the Laurel Upper School area. In order to complete such a Plan, it would need to be programmed into the City’s Capital Improvement Plan for an upcoming fiscal year, and another project would need to be delayed to allow resources (both staff time and funds) to be allocated to it.

Dear Sirs,

Please include my input to the discussion of how to address the issue on 'Safe Routes to School" in the laurel Upper campus.
Just like many other residents in the willows area I express concerns about the safety of pedestrians, mostly children, in our area, specifically on the Elm and Central Ave intersection. Both my wife and I are eye witnesses of nearly missed pedestrians/car accidents on this intersection. We strongly believe that this is due to the fact that there is a long stretch, approx 4 blocks of no traffic control such as stop signs, bumps, or any street signals to indicate that this is a location of walk crossing. Elm street is a direct shot to the East Palo Alto school from the shopping location on Menalto, the preferred and only food stop for kids' breakfast and lunch items. Elm is also CURRENTLY frequented by bike traffic to and across the park in the direction of Laurel and Encinal. With the opening of the Upper Campus one can only conclude that the pedestrian and bike traffic on that intersection would increase. The lack of stops makes Central a mini-highway in the neighborhood and we hope that this issue will be addressed by the Council.
I am aware of the logical procedures to make this happen and the amount of funds required and, frankly, it's actually rather insulting and immoral. This is not an attempt to calm traffic in the willows area and spending huge amount of dollars on study after study, rather a precise, surgical treatment to make a safe route to school, It's about safety and I hope you value this feedback from people who are living through it.
