Re: El Camino Real configuration decisions

Dear Council members,

This note is in regard to the meeting tomorrow evening about potential
configurations for El Camino Real.

Following is a link to a recent research paper regarding "generated
travel". The summary is that there is robust evidence from multiple
studies over time that when road capacity increases the number of
 peak-period trips also increases until congestion again limits further
traffic growth.The increase results from diverted traffic, and induced
vehicle travel (shifts from other modes, longer trips and new vehicle
trips).

Please take a look at the study and see what you think. Because of this
research, I have serious concerns that expanding capacity on ECR may not
give the traffic relief that many hope for, while creating a more
challenging and unwelcome environment for walking.
