Proposal to create a VA Center for Information Technology Innovation

   I proposed today that the Congress take the lead in proposing, authorizing and funding a VA Center for Information Technology Innovation based in Silicon Valley and utilizing the Palo Alto VA as its test center. The VA has a distinguished history of creating centers for medical innovation and there is a superb opportunity to duplicate those efforts in the 'administrative' area of information technology. Much of the current patient scheduling problem is directly related to the continued use of outdate IT programs. The understandable desire by the VA to standardize software also presents a profound obstacle to innovation. Given the intellectual talents available in Silicon Valley a VA Center for Information Technology Innovation could make a huge contribution by creating totally new 'administrative' software which could then be pilot tested at the Palo Alto VA before being deployed VA wide. I am confident that many Silicon Valley leaders would enthusiastically contribute to this effort.
