City Council -
I urge you to honor the city's Parks & Recreation and Environmental Quality
 Commissions recommendations regarding the well project. It is my
understanding that fundamental data isn't even available at this time about
the status of the aquifir, what is tapping into it already, and what the
future status of the aquifir might be even without considering a new well
or the impact of water-intensive uses for water on private property. The
city and region need a sound water policy and aquifir preservation policy
before you make decisions about additional uses of it.
With drought conditions, the aquifir isn't being recharged the same as in
non-drought times, and there could be many more water users that consider
increasing or beginning their own use of the aquifir.
The Council's highest priority should be to establish a region-wide aquifir
preservation policy.

Subsidence and other potential negative impacts of drawing from the aquifir
need to be understood better before establishing a well - even for
emergency purposes - for either the city or a private user.

The city should broaden its range of possible means to fund its own
infrastructure needs rather than looking at the country club's proposal as
the only way to meet the city needs for Infrastructure improvements.
