94025 Surcharge and Delayed Registration

Dear Mr. Mayor and the City Council-

My name is Chris Quaintance and I'm writing to express my opinion on the non-resident surcharges and delayed registration for residents of 94025. My wife and I moved to the wonderful Menlo Oaks unincorporated neighborhood a year ago from Palo Alto, and just had our first child. We believe that the delayed registration for people from our neighborhood is way too punitive, and the 35% surcharge fee is way too high. We think a lower percentage surcharge is reasonable given that we do not pay some city taxes (maybe 10%?) and we should be allowed to register just like any other resident. As a young family, I'm hoping you can see that these fees and delays make it hard for us to feel like we are part of the community here, and we would really like to settle in as we plan on being here for quite a while!
