>> We are absolutely opposed to any plan that envisions flood walls and rock armoring of the creek banks for any distance along San Francisquito Creek in either direction from the Pope-Chaucer bridge. The two alternatives currently proposed by the Santa Clara Valley Water District (SCVWD) on behalf of the San Francisquito Creek Joint Powers Authority (SFCJPA) represent unacceptable damage to both the natural environment and the residential character of the neighborhoods adjoining the Creek.
>> Additionally we feel strongly that the sequence being followed by the SCVWD is out of order. The District is currently presenting only two alternatives to the Community and is doing so before any environmental assessment is complete; both alternatives envision massive environmental and aesthetic damage that is untenable. Furthermore, District representatives have stated that 90% of the design work for a selected alternative will be completed by the summer of 2014, at the same time that the Draft Environmental Impact Report (DEIR) is ready for review, a report that by CEQA law must include multiple alternatives, including a no-build alternative. The DEIR must be complete and fully reviewed before responsible discussions of alternatives can be held and certainly well before any detailed design is started.
>> Together with many other residents, we want to discuss reasonable alternatives in the proper order. We believe that both the Bay to 101 project and the Caltrans project at 101 should be finished before work begins on projects upstream of 101. All options, including upstream detention and diversion, must be discussed.
>> We urge the Menlo Park City Council to instruct the SFCJPA to immediately stop the study on the Pope-Chaucer bridge and to redirect their efforts in a manner that truly respects the environment, the Community, and due process. The City of Menlo Park and citizens deserve nothing less.
