The Almanac has disclosed that at tonight's meeting there will be a "
  discussion about rail tracks [that] stems from the city's application for $750,000 in county money to study ways to improve the train crossing at Ravenswood Avenue. County Transportation Authority officials said they can't fund the project unless the city is willing to say it might someday consider a third set of tracks in the city, which could allow future development of high-speed rail.

  A position statement adopted by the council in October 2012 specifically rules out a set of "passing rails" through the city.

I don't see this posted as an agenda item on the web-site. How can the council have such a discussion without proper public notification and gathering public input? I am not in favor of adding the 3rd track. It will facilitate high speed rail and only cause more noise. The money is not worth the public outrage and downstream consequences. DO NOT change the city's position forbidding "passing rails".
