Tonight: Menlo Park rail policy

Dear Council Members,

There is a decision before City Council this evening about whether to
loosen the policy prohibiting a third track, in order to qualify for grant
funding for grade separation design for Ravenswood from the San Mateo
County Transportation Authority.

The "blended system" planning for Caltrain and High Speed Rail does not
have any 4-track options traveling through Menlo Park. For Menlo Park,
the possibilities in the blended system are 2 tracks or possibly a 3rd
passing track. The decision about passing tracks would be made in the late
2020s at the earliest; possibly much later.

Opponents of High Speed Rail and the blended system are encouraging Menlo
Park to keep our two-track-only policy - and halt our city's efforts to
improve safety and reduce traffic congestion at Ravenswood. From this
perspective, it is more important to fight high speed rail, than to serve
the needs of our city.

I think that our needs in Menlo Park for safety and functional traffic
patterns should be a higher priority than efforts to combat possible high
speed rail options decades in the future.

Menlo Park's fight for local interests has already been successful at
defeating the excessive 4-track elevated structure, The only plans on the
table are for a less intrusive blended system. Last year, Jerry Hill's
bill SB557 protects the blended system in law. This is already a victory.

Menlo Park should move on from fighting the last war, and move on to
supporting the needs and interests of this city.
