building codes

My husband and I have lived at 344 Concord Dr since 1971. My husband bought this house after living in an apartment with a view of walls. Our property backs onto two lots. Many years ago, the one neighbor moved their garage within 3 feet of the fence. Their garage is now closer to Concord Dr than to Laurel Ave. We have been able to camouflage their garage with an arbor and plants.

The neighbors at 145 Laurel Ave have started to put up a pavilion within 3 feet of the fence. Now we have another wall to look at. It is much taller and larger than the garage next door. We are trying to think of a way to camouflage this building.

We know that the building codes allow structures within 3 feet but I believe that this should be changed. This structure will decrease our property value. Our property is also in the flood zone and we were wondering how this large structure will affect us if the creek overflows. We would like to know if the property was surveyed before the plans were drawn up. We think that the fence is not on the property line.

We are attaching a picture. This what we see when we look out our windows. Hopefully the codes will be changed so this does not happen to others.
