Hi,

The School Board and the City of Menlo Park can send a message to GAIS Board, telling them to find a new location within certain time. By denying additional removable classes for the next school year is unreasonable and uncivilized. The students are going to be there next school year anyway or until the 2011 lease expires.

You are unhappy that your children will be crowded in one classroom, it will be the same with the GAIS students next year if you deny new removable classroom.

In addition, I'd like to remind you that there are children who are from American families and there are children who live within 1 mile radius to the school and a number who are Menlo Park residents. Some walk and bike to school as your children do.

Please allow the German-American school to add new classes for the next school year.

The Issue
The continued private school use of the Menlo Park City School District property at O'Connor school is a serious impediment to the mitigation of cumulative environmental impacts to the city of Menlo Park caused by the school district's school reconfiguration projects. These have a domino effect with major and irreversible impacts that include overcrowding the city's other public school campuses now and in the future, and causing major increases in cross town traffic congestion. The planning commission has the ability to prevent these impacts by terminating the private use of the O'Connor campus by denying additions or extension to the current permit. We ask that it do so if possible.

Background
CEQA Guidelines describe cumulative impacts as follows: Impacts from development of the proposed project may, by themselves, be relatively minor. In combination with other past, present and future development in the area of the project, however, the resultant cumulative impacts could be significant.

Taken together, elements of the current school district school reconfiguration plan create a significant cumulative environmental impact to the city of Menlo Park that has been ignored by the city as well as the school board. These causes and effects are detailed in comments to the draft EIR for the Encinal School construction project.

The public school use of the O'Connor campus for the purpose intended when the Willows area was annexed to the city in 1983 (and school boundaries were changed) would mitigate the above mentioned impacts. But as long as the O'Connor site is encumbered by private use, those mitigation measures are not possible, and with imminent construction of the teaching education resource center or TERC at Encinal will be foreclosed. State funding for the TERC requires it to be built on school district property.

A comprehensive independent analysis of the reconfiguration plan may be found at http://www.schoolne ighbors.org. The referenced analysis illustrates that 1) Enrollment at Oak Knoll school, currently at 735 students is the most populous K-5 school in San Mateo County on one of the smallest sites. During the next three years it will of necessity grow to 756 or more; 2)The student population already registered and in the school district lower grade pipeline will in six years inevitably have reached at least 950 at the grade 6-8 middle school level. Even ignoring potential additions from local private schools that only go through grade 5, a 1000 student middle school capacity will be required.

The Immediate Problem
While the construction to modernize Encinal School to house more than 700  K through 5 students is needed in the near term, that facility, as the district's largest campus is the only one suitable for later use as a second middle school, if needed. That was the configuration that existed and worked well before 1989.  Together with a modern K-4 facility at the O'Connor site, the overcrowding problem at all other schools would be mitigated and provide the flexibility to deal with uncertainties in future enrollment, providing additional total capacity as well.

The school district plan for Encinal includes building a new 11,800 square feet teaching education resource center or TERC at that site. Putting the TERC and its parking at Encinal will eliminate one acre or 30% of the remaining grass playing field on the10.13 acre campus. It will thereby render any option to later convert Encinal to a grade 5-8 middle school impractical.

The Encinal location of the TERC with its large footprint is the worst possible siting, preventing the mitigation of impending overcrowding at Hillview and Oak Knoll Schools, and increased daily cross town traffic in Menlo Park on school days.

The direct consequences will be continued overcrowding at Oak Knoll school, and an otherwise unnecessary 1000 student middle school on 9.25 acres at Hillview with a student density twice the state standard. Because two thirds of today's middle school students and two thirds of the expected growth live east of ECR, and the distances and traffic along the routes from east of ECR to Hillview, an estimated 400 additional daily cross town auto round trips will be generated. This will cause a large increase in traffic on main cross town arterials and cross streets during peak traffic times. This will greatly exacerbate the congestion that occurs morning and afternoon with the current Hillview student population, and is at odds with the city's safe routes to schools policy. In addition there will be no way to reduce crowding at Oak Knoll to anywhere near the 680 previously advertised by the district.

The O'Connor school site is the key to the solution
There are few viable alternatives left that would significantly reduce the current and projected overcrowding of our schools. They require the use of the additional capacity offered by the O'Connor school site which is why we ask the planning commission to take action in the matter of the GAIS use permit request. The only recourse, which by all indications would also be the lowest cost plan, is to return O'Connor School site to public school use as soon as possible. While the school district has the responsibility for such decisions, they have steadfastly refused to acknowledge the problem as reflected in the Encinal draft EIR now under review. The shortcomings of that draft EIR are delineated in comments provided to the school district, and are available on request.

The district's demographics data coupled with higher than expected Kindergarten enrollment this fall makes it quite clear that the O'Connor campus should be developed as the site of a new K-4 School before the middle school population reaches its 2012 level. In 1983 when the Willows area  was annexed to Menlo Park residents petitioned for a school district boundary change to join the Menlo Park School District.  That boundary change included the transfer of the O'Connor property to the MP school district to serve those families. It is past time for the district to step up to that responsibility since at least 300 K-4 children reside in and adjacent to the Willows.

In addition to the new school facility at O'Connor, the TERC should also be located there -- either delaying its construction until the current GAIS lease period is up, or buying out the lease with bond funds as provided for in the school bond measure U. If the TERC must be contiguous with district headquarters, as alleged, then both should be located in the existing refurbished O'Connor facility while a new modern school facility is being built behind it.

The city has an abiding interest and responsibility to see that the city wide impacts of the school facilities plan are addressed by the school district. Thus far, the council has remained passive on these issues in spite of requests from citizens to weigh in on those impacts such as the overcrowded schools, traffic congestion and negative effects on neighborhoods that will unnecessarily occur under the current configuration plan.

Commission Action Requested
The school board created this situation and to this day continues stonewalling against any change in their plan. However the city planning commission has the authority to deny a use permit for the continued private school use of the O'Connor site, thereby removing the impediment to mitigation of all the impacts. In view of the mounting evidence of an impending debacle we hereby request the planning commission as a minimum to notify the GAIS unequivocally at this hearing that no use permit will be granted beyond June 2011, and request them to begin planning for relocation at the earliest opportunity. We also ask that you request the council to ask the district for a city wide EIR on the entire school district reconfiguration.

School Supply Drive, Pancake Breakfast & Plant Sale - This Week!

Remember to bring new backpacks, notebooks, binders and writing
supplies to the drop off bins in front of the schools for the Caring
and Sharing School Supplies Drive. You may also contribute Target gift
cards, cash or checks made to Encinal PTO in the schools' offices. We
will also be collecting at the Pancake Breakfast on May 10. The
supplies will be distributed to Laurel and Encinal K-5th graders

West Bay Opera Comes to Encinal

West Bay Opera will bring a special educational opera performance to
our school on Friday, May 23rd from 9:15-10am for 4th grade and
10:30-11:15am for 5th grade. Four costumed opera singers with piano
accompaniment will present a specially adapted, abbreviated version of
Rossini's opera "La Cenerentola (Cinderella) ". It will be sung in
English. A group of students will participate in the production.

Information about West Bay Opera's 2007-08 Season at the Lucie Stern
Theater in Palo Alto can be found at www.wbopera. org. Discounted
tickets are available for parents of students who have seen a West Bay

Our wonderful Laurel Librarian, Lezlie Glare, is going to retire this
June. In her honor, we're having a reception for alumni to wish her a

evening of Tuesday, May 27th from 7-8pm for hugs and dessert. In early
June we'll be presenting her with a keepsake book. Pages will be
available at the event for you to sign. Lezlie likes quotes, so if you

The Encinal PTO Needs You!

Hillview Band Performs at Giants Game

On Monday, June 16th, the Hillview Hawk Band will be combining with
the La Entrada Leopards to perform the national Anthem for the
inter-league game between the Detroit Tigers and the SF Giants. There
will be over 100 musicians performing on the field. Come out and be
part of the FUN. Welcome the start of summer with a game and help
support Hillview's music program. There is also a great raffle! Prizes
include 4 Owners Box seats, the Play Ball kid, onfield visits during
batting practice and more! Ticket forms have been sent home with
students.

Additional forms and information about these concerts and events can
