Release of Notice of Preparation (NOP) and Initial Study (IS) for proposed Menlo Portal Project

Dear City Council:

Today, January 7, 2020, the Planning Division released the notice of preparation (NOP) and initial study (IS) for the proposed development of approximately 335 multi-family residential units, approximately 34,212 square feet of offices, and approximately 1,608 square feet of neighborhood serving commercial space located at 115 Independence Drive and 104 and 110 Constitution Drive, commonly referred to as the Menlo Portal Project<https://www.menlopark.org/1601/Menlo-Portal>. The NOP identifies that a focused environmental impact report (EIR) will be prepared for the project and begins the comment period on the scope and content of the focused EIR. The 30-day comment period begins today and runs through Friday, February 7, 2020.

The NOP and IS are available on the City-maintained project page<https://www.menlopark.org/1601/Menlo-Portal>, which also includes general information on the proposed project. Copies are also available for review at the Main Menlo Park Library (800 Alma Street), the Belle Haven Branch Library (413 Ivy Drive), and the Planning Division at City Hall (701 Laurel Street). In addition, the public notice <https://www.menlopark.org/ArchiveCenter/ViewFile/Item/11001> identifies that the Planning Commission will hold an EIR scoping session public hearing and study session on the proposed project at its meeting on Monday, January 27, 2020. The Planning Commission meeting will begin at 7:00 p.m. and be held in the City Council Chambers at 701 Laurel Street.
