75% loophole fix

Dear Members of the City Council,

Diane Bailey of Menlo Spark emailed me that there is a loophole in the new reach codes passed by the City Council. Specifically, the codes don’t cover buildings that are being renovated in name, but in fact are really new buildings, often retaining only a single wall while calling the construction a “renovation.”

The loophole fix would change the above situation so that buildings that are 75% new would fall under the category of new construction—allowing reach codes to be applied.

I heartily support this fix, urge you to pass the amendment, and congratulate your staffers for bringing this to the attention of the City Council.
