Cost of gas vs electric for heating

Dear Council Members,

I'd like to clarify comments on the cost of electricity versus gas for heating.
Yes, electricity cost more than gas on a therm or btu basis.
BUT, gas furnaces range from 60% to 95% efficient.
Heat pumps are 300% to 350% efficient.
That is because instead of making heat, they are just moving heat from one place to another.
So heat pumps are about 4 times more efficient than gas, offsetting the higher cost of electricity.
All of the current building electrification efforts are promoting heat pumps.

All buildings have electrical service and can reduce cost by not installing a second energy source with a gas line. There are significant cost savings from not installing the gas piping from the street to the building, the meter, the piping inside the building, and a flue through the roof.

Furthermore, starting January 2020 most residential will have solar PV as required by state energy code.
The energy generated by the PVs will cover much of the home energy costs.
It is especially advantageous for affordable housing to go all electric so the solar can reduce their energy costs for those residents.
