Status of Public Works and Community Development Organizational Reviews?

Dear Council,

Can you look into the status of the Public Works and Community Development
Organizational reviews? Please see the below email from Mark Muenzer,
former Community Development Director, in response to my query on the topic
(and related).

The RFP for the project

issued May 23, 2018. Council authorized $200,000 for the project
<https://www.menlopark.org/DocumentCenter/View/18255/G2---Department-Review-Staff-Report?bidId=>on
August 6, 2018. The above underlining is mine to point out that the draft
should be ready. The draft has also received internal review (i.e. filters)
by Staff and the consultants. A reasonable question to ask, once Council
sees the report, is what recommendations (if any) were removed by Staff
before Council even saw the report? Council and the public would be more
assured of objective, independent input by having organizational
consultants report their recommendations directly to Council without first
going through the Staff.


Longer-term, Council could also institute the position of Independent
Internal Auditor <https://www.cityofpaloalto.org/gov/depts/aud/default.asp>
reporting directly to Council. In 1983, the PA voters
<https://www.cityofpaloalto.org/civicax/filebank/documents/10986>added a
City Auditor position to Palo Alto's charter via a Charter Amendment
Should Council resume discussions of becoming a Charter City, I am
confident that residents will advocate for the inclusion of a City Auditor
position to the initial proposed Charter.
