NOISE complaint on Noel Drive

Hello City Council,

I would like to call your attention to ongoing noise complaints here on Noel Drive.

Every week on Wednesday, Thursday and Friday, 8am on the mark, one of the properties here has a gardening crew firing up their GAS POWERED LEAF BLOWERS to spent the next hour or two metilicously blowing every single dust particle off the parking lots, staircases, gardens, and walkways. Since all these complexes are rented units, the incentives are misaligned: the property owners who organize this weekly terror don’t themselves live here, whereas us renters are subject to this unnecessary and stress inducing noise.

Combine this with the ongoing noise emanating from the Caltrain around the Menlo Park station and you start to see why I am compelled to bring this issue to your attention.

I have a few suggestions on how to eleviate this issue:
- Ban GAS POWERED LEAF BLOWERS in Menlo Park. Berkeley and Portola Valley have taken the step, and now Atherton is considering, why not Menlo Park?
- At the very minimum, require property owners on one street to coordinate their gardening, so all crews come out on the same day and orchestrate a loud noise concert for all to enjoy
- Require gardening crews to rotate their schedules so Noel Drive is not ALWAYS the street they start their shifts on at 8am in the morning
- Require property owners to organize their gardening crews max 2/month (1/month would probably be enough for most of them)
- Coordinate with Caltrain to lower the train noise from the horns
