Honorable Mayor and Council Members:
Enough is enough !
The downtown NEWSPAPER RACKS are an eyesore and desperately need to be either 1- repaired, 2- replaced or 3- removed.
BLIGHT is defined in many ways, but there is little doubt that the graffiti, broken glass, damaged containers and abandoned racks symbolically shows that NOBODY CARES. Are we a third world country, or in this case CITY?  Are you doing a disservice to the merchants and discouraging, not encouraging, shoppers to the downtown area?
The CITY COUNCIL took this matter up nearly a year ago, yet visibaly nothing has happened - in fact, the matter has only GOTTEN WORSE.
Please show some leadership, as other cities both north and south of you have done in passing an ORDINANCE that has lasted the test of time and works ! If they can do it, you can do it.
