Development Moratorium

Dear Council,

In general I support a moratorium until funding for needed services and
infrastructure is identified (and if possible - committed). Menlo Park
should take a much harder line on traffic issues in particular. The
developer fees associated with the TMP should be finalized before the
moratorium is lifted.

If at all possible, Facebook should be required to build the housing and
grocery (and maybe the library) in phase I of the Willow Village.

Also, IMO the city should take the time to identify (as much as feasible)
both the True Cost of Development (i.e. call out more of the soft costs
like carbon footprint off both traffic and construction) and the
incremental cost of further development (e.g. MP added staff and software
to aid development).
