Staff Overreach in #19-120-CC illustrates need for Major Local Government Reforms

Hello Council,

 I have prepared the attached June 4, 2019 FAC Commission memo in response
to Staff Report 19-120-CC and Agenda item H-3. I hope that Council will
consider my input and recommendations. I also hope that Council will start
enacting reforms designed to bring about a more responsive-to-the-resident
culture in MP. We need transparency, accountability and a culture focused
on continuous improvement. Elevating the role of the local advisory
committees and commissions is one way to start making needed changes. I
won't repeat ideas in my memo. I also attach my May 21, 2019 memo on the
topic of Menlo Park's advisory committees.

I also attach the City Employee Satisfaction Survey that I obtained via a
public record request. The rank-and-file staff also have issues with the
management level. The time seems right for an efficiency/performance audit
of the entire local government, not just at the department level. I suggest
that Council oversee any such audit, while making earlier reforms.
