Need to Evaluate Effetiveness of MP Advisory Commissions/Committees

Dear Council,

I request that Council start the process of evaluating the effectiveness of
the MP advisory commissions to:

1. See if these *roles are working *as originally intended

2. Identify where the roles *need evolving* and/or the commission
might no longer be necessary;

3. Incorporate *best practices* from other cities; and

4. Ensure that the City is complying with all *state statues*
regarding our commissions.
The advisory roles also need to better “institutionalize” a mechanism that
systematically aids Council’s goal (and residents’ expectations) of *strong
operational stewardship*.

Based on my personal review of “best practices,” a well-designed role

ü Include a *list of activities* whereby the commissions can effectively
advise Council;

ü Give the community* forums *for* discussion in greater depth* than is
possible at Council meetings;

ü Provide *better assistance *to Council when formulating public policy
and/or help to *transform *policy decisions *into action;*

ü Provide a more* thorough review *of complex and significant matters than
a part-time council may be able to give;

ü Provide expertise* without expending budget money*;

ü Enable residents serving to *fully use their skills and abilities*
towards what should be our shared purpose of effective, responsible and
efficient government; and

ü Include periodic, ongoing *evaluation.*
The attached document includes suggested process details. Please let me
know how I can be of help.
