MP Ticket Distribution and Disclosure Policy -- FPPC Requirement

Hello Council,

Does Menlo Park have a Ticket Distribution and Disclosure policy as per 18944.1
of Title 2 of the California Code of Regulations?
 I could not find such a policy at the City's website nor could I find
completed Form 802s.

According to the FPPC,
February 13, 2016, agencies are required to post ticket policies and 802s
on their own websites and provide the website link to the FPPC."
The "Form 802 is used by state and local government agencies to identify
persons who receive tickets or passes to events, as well as the *public
purpose *for the event. Additionally, admission to events for individuals
who perform ceremonial roles are reported on this form." If our Council
members, and perhaps staff too, are being given free tickets and passes to
local sporting and other events, it appears that the FPPC has regulations
related to accepting and reporting these gifts. If we lack the needed
policy, I hope that one can be prepared for Council's discussion -- as soon
as possible.

Unfortunately, I did not see Menlo Park listed in the website locations for
802 and Ticket Policies.
links give examples of policies from other cities, which would be helpful
in developing our own policy -- should we currently lack this policy.
