Getting Physical House in Order -- Reducing Deferred Maintenance/Infrastructure Backlog

Hello Council,

I share Henry Rigg's concerns <http://ccin.menlopark.org/19536.html>
regarding our broken process for making major decisions, and the need to
get our financial and physical house in order. (Agree too with his points
regarding the need to fix our traffic congestion problems.)

Regarding getting MP physical house in order, I point you to the City of
Palo Alto's Blue Ribbon Infrastructure Committee
This kind of committee could also help MP to solve our problems.

In their own words, "Formation of the IBRC began in early 2010 and has
resulted in the creation of a 17 member, City Council appointed
citizen commission charged with advising the City Council on how Palo
Alto’s infrastructure backlog might be reduced. The IBRC will be advising
the City Council on items such as how the infrastructure backlog should be
prioritized, how a reduction of the infrastructure backlog can be financed,
and how do Palo Alto’s project cost estimates compare with other

The IRBC's final report
useful recommendations regarding long-term fixes. PA's 2018 budget document
included details as to the IRBC adopted recommendations. These have clearly
fixed a serious problem in PA, so could also work in MP.
