Updating MP's Mission & Values Statements (and adding a Vision & Principles)

Hello Council,

At the Feb 2 goal-setting meeting, Pamela D. Jones asked Council to update
the Mission statement in the Councilmembers procedures
manual (page 20). The MP one is almost identical to the one from the City
of Oxnard.
Both are on page 20 in their respective documents.

Adding to the idea, the Values statement

the HR website also needs updating. We also lack a Vision statement and you
might also consider adding Principles!

   - Values: -- what you live by (i.e. integrity, ethics,)
   - Principles -- What you stand on (takes values to a higher level)
   - Vision (a short, snappy view of where we want to be in 3-5 years)
   - Mission (a short statement describing the purpose of the organization)

Having visible, well-defined values, mission and vision statements would
give direction to decision-making and foster alignment across Council,
Staff and the public to work better together!

While Staff could just develop drafts of these, a more effective way would
be to have a collaborative public process where staff, residents, small
business owners and other stakeholders can weigh in and share their ideas.
A professional writer could then develop the drafts.

A consultant could be hired to design and lead the process. Or you could
fashion a "do-it-yourself" approach by Council appointing a short project
team (with representatives from Council, staff and some residents) that
takes guidance from useful books, such as "Crafting Effective Mission &
Vision Statements" by Emil Angelica. Please let me know how I can be of
