Esthetic choices for 3-street hybrid/viaduct grade separation options

Honorable Council Members,

Thank you very much to the Council Members this evening who gave direction
to change the preferred alternative to grade-separate the Caltrain tracks
to "Option C", the 3-street hybrid solution similar to that used in
Belmont/San Carlos. In addition, several council members wanted to
continue to study a fully elevated viaduct option.

Both of these 3-street options do a much better job of preserving and
improving cross-town connectivity for people driving, bicycling and
walking, as I and many other community members mentioned in written and
oral public comment.

Many community members expressed a variety of esthetic concerns about the
appearance of the infrastructure. With design detail, in materials and
shape, it is possible to create structures that are more or less

When the item comes back, I would urge you to give direction to pursue
attractive visual design, with the preferred hybrid alternative, and with
the viaduct option should that continue to be moved forward.

The cost difference to create a more attractive structure will likely be
minimal compared to the overall cost of building these structures. Our
community will live with these structures for multiple generations, and it
is worth the minimal additional expense to create a better visual
