Belle Haven Library Staff Report

Hello Council,

Is is a conflict of interest to have an architect firm conduct a space
needs study? This question started coming up during the controversy on the
Main Library Project.

Even if not, it's unwise to bypass the bidding process for firms and just
go with Noll & Tam. The firm may not be the best firm for the Belle Haven
Library project. Their leadership for the Main Library project may also
have created a negative public perceptions with members of the public. A
resident told me directly that, after one of the Main Library siting
meetings, a principal from Noll & Tam followed her outside after the
meeting ended. The Noll and Tam person then told her to keep quiet with her
objections. She was told that the library staff had "worked hard" on the
project and so she should remain silent with her concerns and just go along
with what the library staff wanted to do! All this in a country that
supposedly values free speech and in a city that supposedly values public
input! The Almanac also posted stories regarding the public's
dissatisfaction with the siting process. For these reasons alone, I suggest
an open bidding process.

The Belle Haven Advisory Committee wrote a strong letter with solid
recommendations. I agree completely that more needs to be done now, to
better serve the Belle Haven community's library needs. I also agree that
the advisory committee needs to be reformed. I think it's a mistake to have
two council members serve as it's too easy for them to develop a shared
consensus. As we have yet to see any meaningful fundraising action on the
part of the Foundation, I would also replace the Foundation representative.
Let's reformat the committee with representatives who live in Belle Haven
and with those who have the necessary skill set to move the new library
project forward.

P.S. When the Nov 2018 fundraising starts for the new Belle Haven Library,
I plan to send in my check!
