Agenda item K3 - please provide direction to staff to prioritize affordable housing

Dear City Councilmembers,


I attended the community meeting regarding potential uses for the downtown parking plazas, and I know Councilmembers Keith and Carton were there as well. For those of you whe were not there, several residents spoke passionately in support of affordable housing downtown.  However, the Downtown Specific Plan would need to be updated to allow for that.


I’m writing to ask you to respond to staff’s request for guidance on the DSP project by requesting that staff explore modifications to the DSP to allow and encourage affordable housing development – in particular, on the city-owned parking lots, where the economics of affordable housing are facilitated by public ownership of the land.


In addition, the downtown area is considered an “opportunity zone” because it is near transit, services, and high performing schools.  It is my understanding that if we provide affordable housing for families in an “opportunity zone” we will get preference for tax credits.  Thus, I ask that you request that staff explore what supports will be required to support new affordable *family* homes downtown (schools, parks, safe routes)?
