Dear Mayor Ohtaki and Councilmembers,

I’m writing on behalf of the Housing Leadership Council of San Mateo
County. We work with communities and their leaders to produce and preserve
quality affordable homes. We first want to thank you for your leadership on
housing. 1,500 homes with a minimum of 15% affordable is a great step
forward but the job is not done. There is still significantly more office
development than housing and there isn’t enough analysis on the impact this
expansion may have on displacement on Belle Haven and East Palo Alto
residents. Keyser Marston’s previous assessment was that direct
displacement of residents in these neighborhoods would be low.
Unfortunately we now know that this analysis was wrong. Rents in Belle
Haven and East Palo Alto increased 2 times more than they did in the rest
of San Mateo County. Belle Haven’s leaders could share an abundance of
stories about families doubling and tripling up in homes and how over 40%
homelessness among children in the Ravenswood School District impacts the
community and educational attainment. But it doesn’t have to be this way.
The Housing Commission has recommended anti-displacement measures, like
mandatory rental relocation assistance that could reduce the displacement
of residents throughout Menlo Park. We think this is a great policy. The
County and nearby cities have great models to work from and we hope that
you will consider moving the timeline up for these measures. 12-18 months
isn’t soon enough. Please let us know how we can be helpful. We are happy
to put together more information about these options.
