Procedure Manual Language Clarification

Good Afternoon Mayor Ohtaki, Councilmembers and Staff,

          It is understood that “advisory bodies are not involved in the
administration or operation of City departments.” “The primary role of the
advisory body is to provide judicious advice to the City Council, the
elected policy-making body of the City.” Major responsibilities include
“building community consensus for projects or proposals and assessing
alternatives regarding issues of community concern and ultimately
forwarding recommendations to the City Council for consideration.”
Strengthening
the relationship between the advisory bodies, staff and council can be
accomplished through active participation of the council liaison.

          Over the past several years I have attended multiple meetings of
seven different commissions and committees. I observed the majority of
commissions and committees sharing a robust and constructive relationship
with staff. Reports and recommendations from staff to Council generally
reflected this very positive working relation. Where appropriate, separate
recommendations were made, that reflected differing options. But this
appeared not to be the situation with all commissions, were I observed
staff “telling” the commissioners how they “had” to support staff
recommendation. There appeared to be a disconnection between staff and the
role of the commission.

Attached is recommended language change in the *Procedure Manual* pages 9
and 10, *City council relationship with advisory bodies* and *Role of
commission liaisons*. It is important that the council understands the
workings and recommendations of the commissions that may not be reflected
in the staff report or “action-only” minutes.
