Menlo Park Mayor and Council Members
There
seems to be some confusion on the 2200 housing units within the half mile radius around
the station. In the beginning the Metropolitan Transportation Commission (MTC)
wrestled over how to establish a threshold for Transportation Oriented
Development (TOD.s) regionally. At one time the
thought was to allow an equal unit for housing (plus a 50% bonus for Below
Market Rate Units (BMR.s)) and an equal unit for jobs
in the half mile radius. The evolution of resolution 3434 eliminated the job count
and only focused on the housing element.
This obviously was a huge disadvantage to Menlo Park which has more jobs
than housing in the half mile radius.
Listening
to public testimony and discussion among the council I.d like to point out a
couple of conceptual points. The 2200 units around the stations in the corridor
is an average for the corridor not a demand per station. In other words there
are five stations (Union City, Fremont, Newark, Menlo Park & Redwood City)
therefore the threshold is 11000 housing units collectively in the corridor.
For example if Union City & Redwood City collectively had 11000 housing
units Menlo Park wouldn.t need to have any (although that.s not the spirit of
the grant). Existing housing is part of the count not just new housing.
In
counting the 2200 housing units ABAG uses 1) existing housing as determined by
census tracts 2) planned housing as supported by current zoning and then 3)
future zoning that is supported by appropriate General Plan amendments. As of
November 9, 2005 ABAG Projections by Census Tract are as follow.
