priorities

Honorable council members,

I have another meeting to attend Tuesday and may miss your discussion of city priorities. I hope you will accept this in my absence.

In the rush to accept a very large gift from John Arrillaga, I fear council has become smitten with building an edifice we donít need now, nor as programmed. And we donít need 20 million+ in new debt.

As you can see from Town Square and your own email log, this project has very little support. But there are some things small and large that we need more urgently than this much questioned project. My suggestions for your consideration:

PAVING

Progressively upgrade paving to restore flat surfaces, including at manholes

Ravenswood tree roots by gate house

Middlefield degradation e.g. from Ringwood to Willow Rd

Outer Santa Cruz degradation

Coordination w CalTrans for Marsh interchange and El Camino pot holes

Coordinate with Southern Pacific to fix Marsh Rd railroad crossing

LIBRARY

Expand evening hours, holiday hours

Belle Haven expansion

PARKS AND STREET MAINTENANCE

Street sweeping in dry season too, especially for bike lanes

There is STILL no maintenance along Bay Rd (Hetch Hetchy) 50 years after city committed to it

TRAFFIC

free up El Camino Real bottleneck (twenty years of complaints!), Willow Road not working

Traffic light programming Ė especially left turn arrows and similar ghost stops

PENSION DEBT Ė either renegotiate the rate of payment or pay down our kidsí debt

CODE ENFORCEMENT AND TRAFFIC LAWS

One officer 8-5, M-F is a joke. Need cross training of patrol officers to fill in.

Enforce rules of road (warnings); come down on cell phones;

less emphasis on radar traps, more eyes on the road

SIDEWALKS

Look in Flood Triangle for example - our infrastructure is disgraceful

PLANNING DIVISION

Hire consultant for res. streamlining, residential design guidelines

Update design guidelines for Specific Plan based on recent lessons

UTILITIES UNDER-GROUNDING

Set aside city revenues to bring overhead cables underground, not on 1950s power poles

CIP PROJECTS

Design and build ECR bike/ped crossings,

Put up seed money for a downtown parking structure

Please abandon the chase for an unneeded monument and address the humble but real needs of the city.

Respectfully,

Henry Riggs
