2018 City Priorities

Dear Council,
I respectfully request you consider the following items when establishing Menlo Park's 2018 priorities.
Reading the staff report regarding potential City priorities for 2018, Attachment D, lists many significant and important projects. I would like to highlight that alterations to the Main Library are a drain on staff time (reportedly we have another Asst. City Manager to shepherd this project) and it is a poor use of financial resources. I understand a donor wishes to contribute significant funding but what is the need that we are addressing as future collections become more and more digital? (Belle Haven should probably get a new library but the Main Library is just fine.)
Another significant and important issue you should adopt is moving Menlo Park to a Charter City, via ballot initiative, etc. I understand the sensed need to move to district elections for Fall 2018 but a Charter City re-designation can offer us more long-term flexibility in city governance. Besides, when district lines are drawn now, will they be redrawn as ECR or Facebook development projects shift the population over the next few years? (How do you keep district elections balanced?) Regards,
