TRAFFIC has to be addressed

Unless the members of the Council are driving the Menlo Park Roads at commute hours - especially Friday night - they should NOT BE ABLE to vote on any further expansion.
Why aren't we looking at a "No U Turn" measure  at the corner of El Camino & Cambridge.  The traffic coming down Sand Hill who can't enter Palo Alto take a left, impinge traffic by moving into the left turn lane at Cambridge then making a U turn; from there they go into the Alma line - causing two traffic impediments - one on El Camino heading north and then the second on El camino heading south as they try to get into line for Alma.  What will it take to have this happen?
Is there a report on traffic measures?  If you are looking at the 2018 priorities that should be handled before we even think of spending money for a library...
Thank you
