Library decisions and city investment priorities

Honorable Council Members,

I saw the news about the polling and deferral of a potential library
funding measure until 2020.

However, what seems to be missing from this discussion, to date, is a
picture of the relative priorities for the city.

As a city, we can do a finite and limited number of things that would
require raising tens of millions of dollars in taxpayer funding. If we
chose to prioritize this, what other priorities would change or be
deferred?

Does it make sense for staff to summarize a set of potential investments,
so that Council and community members can to clearly see what options and
the tradeoffs would be?

Does it make sense to ask residents - not just whether we like investment A
or investment B in isolation from each other, but what our relative
priorities would be if we have to choose whether or in what order to do
them.
