Soil off haul at former auto center and the hazardous dry cleaning construction site

Dear council members
I’ve been trying to work with the city departments to get the contractor to clean up all the spills of dirt along the el Camino haul route to no avail
The haulers are not following the vehicle codes pertaining to covering the loads and cleaning loose materials from the sides
As you know the sites were used with potentially toxic chemicals and nobody can be 100% sure that all toxins were identified and removed meanwhile they are dropping this potentially toxic material all along the haul route and doing little and sometimes nothing to protect the neighborhood all day long the businesses and residents are bathed in a potentially dangerous cloud of dust churned up by each passing vehicle
I know you would not tolerate such a mess in your neighborhood
I hope you can help rectify this problem I’m not asking for special treatment just asking that the rules and regulations and common decency to the neighbors in the affected area be followed as anyone would if it were their own neighborhood
