Traffic on Chester Street

Day after day Chester street is filled with cars going at a snail's pace
from Menalto towards Willow between 4 pm to 7 pm (times vary). Laurel
often backs up several blocks as well (and Durham), so when coming home
from Burgess park, I often am stuck on Laurel several blocks before I
can go home. I have parked my car on Laurel and walked home.

The new traffic signs "no through traffic" sound like a good idea, but
they seem to have no effect whatsoever.

The new traffic lights on the bridge don't appear to be synchronized
with the ones on Willow, and that doesn't help matters either (the other
day one of the signals on the bridge was flashing red -- not a big help
to make traffic flow).

Is there anything that we can do about this?
