There's one contributing factor to the problem that you might
not be aware of given that it is never mentioned in news
articles and that it is located a bit south of Menlo Park.

Several years ago, Caltrans added auxiliary lanes on 101 between
University Avenue and the Oregon Expressway / Embarcadero Road
intersection. This improved conditions in that area considerably, but
after a year or so, the portion of this improvement up to University
Avenue was removed temporarily due to a multiyear flood-control project
to fix the bridge over San Francisquito Creek. When this flood-control
project started, traffic on the Oregon Expressway would back up to
approximately Middlefield Road Adding a 1/2 hour or more just to get
onto the freeway. Eventually this improved, but since the vehicles
primarily affected where heading towards San Francisco, my best guess
is that many drivers changed their route with a reasonable fraction
using on-ramps at University Avenue, Willow Road, or Marsh Road. As
these drivers moved towards Menlo Park, other drivers who were using
Willow Road, diverted to Marsh Road, with some cutting through
the Willows neighborhood.

The one piece of good news is that the flood-control project seems
to be well past the half-way point. When that ends (Caltrans or
the Santa Clara County Water District should have an estimate of when
this project will be finished), the situation should start to improve
as drivers go back to using the Oregon Expressway.
