2018 GUP EIR

I am a resident of Unincorporated Menlo Park, San Mateo County, and have live here for 15 years. The street I live on is a residential street home to many young families and many seniors. This neighborhood has become a main thoroughfare for commuters and has gotten much more congested and unsafe within the last 5-10 years. My main concern is traffic, speed and pedestrian/bicycle safety.

The problem
The Stanford GUP only addresses the Stanford Academic facilities, but not the other areas owned and operated by Stanford. And it doesn't address these impacts on the surrounding communities.

It may be that traffic going in and out of campus is "Net Zero" based on many other factors. Students and faculty may live on campus, carpool to avoid the thick traffic, take public transportation, use the shuttles, walk/bicycle or carpool, which are all positive for our community. But all these other Stanford properties do not have the same "Net Zero" requirement. They are: SLAC, 2131 Sand Hill, the Golf Course, The Dish, Ronald McDonald House, Stanford residences along Sand Hill, Junipero Serra, Middlefield, Escondido, etc. and the upcoming El Camino, The Vi Senior Residences, Stanford Shopping Center, Stanford Hospital and Lucille Packard Children's Hospital, and many others I may have neglected to mention. These facilities are not part of the GUP, but bring commuters, employees, service workers, deliveries, visitors, etc. to this area on a daily basis not to mention the emergencies that are trying to get to the hospitals.

The residences for Stanford bring student researchers and their families to our communities which is great for diversity and research, but only one member of the family attends the university, the others have jobs elsewhere and commute through our neighborhoods to get there, attend our schools and use other services in the area that will get impacted as well.

I live on Santa Cruz Avenue at the "Y" intersection of Alameda. The drivers passing through my area are typically commuting to and from work, coming from or going to highway 280. The residents that live along this corridor cannot get out of our driveways at certain times of the day. We also get honked at when turning into our homes. Children and families walk along this corridor to get to school or the bus stop. Seniors are apprehensive about crossing the intersection due to the speed and lack of awareness by these passing drivers who often run red lights. Cyclists are in a danger zone trying to navigate between speedsters and a confusing intersection with no clear road markings for bike safety or pedestrian crossing. My neighbor is a senior and she fears exiting her driveway in the mornings. We have also witnessed many accidents and a fatality in front of our home.

Possible solutions
I don't believe all the traffic is the result of the just the university, but it is a cumulative problem with a growing community inside Academics and private businesses that span across multiple cities and counties. There needs to be a balance and mitigation efforts put forth by all the parties involved.

If we are to truly mitigate traffic in this area, we need to address the problems of adding so many commuters to roads that were not designed as a thoroughfare. This was a sleepy neighborhood that was advertised as a walking community when we moved in. Now, people are afraid to walk anywhere, which defeats the objective of getting cars off the roads.

For all roads that lead to Stanford campus, there needs to be a comprehensive assessment of how impacted the roads are with realistic mitigation efforts to improve safety and community. Just using a "Net Zero" accounting system for campus does not address the surrounding areas impacted. There also needs to be funding from all parties to implement comprehensive change. The cities, counties, private businesses and Stanford need to come together to fund solutions that meet the needs for the communities impacted.

- Re-engineering roads to accommodate the influx of cars while also making the roads and sidewalks safe for pedestrians and cyclists.
- Adding public bus lines and/or private shuttle services
- Adding commuter parking areas closer to the Highway exits/entrances
- Introduce carpooling/public transportation programs for all private businesses and academic facilities

Summary
If Stanford cannot address the increase in traffic this will cause for our community in Unincorporated Menlo Park, I will not support the 2018 GUP and will make sure my neighbors, city and county officials and media know my position and organize community opposition.

I attended the community presentation of the EIR and it was not well attended by residents on Unincorporated Menlo Park. I fear our community is not well informed and we haven't been given enough time to review the 26 page document, gather with neighbors to discuss and form an opinion since the presentation to the county was just on November 7 and the deadline to make comments is December 4.

With the Thanksgiving holiday just before the deadline, I would like to ask for an extension for comments to give more time for the community to review and respond.
