District Elections

I am writing to express my support of district elections in Menlo Park. The
geographic distribution of wealth in the City is uneven and for years the
composition of the Council has In my view, failed to represent that
diversity. The current model is unrepresentative.

President John Adams wrote: “…the greatest care should be employed in
constituting this representative assembly. It should be in miniature an
exact portrait of the people at large. It should think, feel, reason and
act like them. That it may be the interest of the assembly to do strict
justice at all times, it should be an equal representation, or, in other
words, equal interests among the people should have equal interests in it.”

Care must be taken in creating the districts. Even in a town as small as
Menlo Park, there is likely to be efforts at gerrymandering. I suggest that
the district boundaries be informed by statistics and subject to review by
a group created along the lines of the independent commission used to draw
congressional district boundaries in California. Fewer members, of course,
but the spirit of the state law can informal local practice.
