Yearly Report -- Branch's Estimated and Actual Expenditures

Dear Nick,



Would you direct the Library staff to start to prepare an annual report
that detailed the Branch’s share of the Library budget? Members of the
public and the Commission have asked for this information. However, we have
not yet received it. The general reason given, as to why not, is that the
library does not break out its budget.


However, I think the information is relevant and something that members of
the public have the right to know. After not receiving the numbers from
staff, I prepared my own report that I passed out at the Sep 18, 2017
Commission meeting. Then, I asked if Library Staff could supply more
specific numbers for my estimates, but none were provided. In short, the
document is as accurate as I can make it (without knowing more specifics)
and it took me about three hours to prepare. So the task doesn’t have to be
onerous. As a caveat, I used current City salary figures for my hourly
estimates and not the proposed new figures that I see in the Sept 26, 2017
Council meeting agenda packet. At the Commission meeting, one of the
commissioners also suggested that I write Council to ask that they direct
library management to annually prepare a report such as my example.
However, as I think through this matter more, I think that the numbers
should be put into the City's annual budget document. Accordingly, I've
prepared an example that uses your table with summary level detail for the
salary related sections.
