Nealon Park temporary dog park

My dog and I have enjoyed Nealon dog park for a long time, and I was very happy to hear we could still enjoy it after the renovation.
I am also very grateful that a temporary dog play area has been provided for our use.
My concern with the temporary dog play area is the fence.  Plastic is not containing the dogs.  On the first day, June 1, there were already several holes and rips in the plastic.  The plastic was also above ground level by several inches in numerous areas and the plastic also is already beginning to droop.
On the first day two dogs got loose from the play area in the 30 minutes I was there.  The next day my dog got loose twice.  I saw her the second time - she simply put her head down and pushed.  The plastic offered no resistance and she was out of the play area.
My biggest concern is pack of dogs getting out - which will definitely happen if they run into the plastic.  The dogs are very strong and powerful.   Believe me, I know - two dogs ran into me and fractured my foot!Usually there are at least 3 or 4 dogs chasing each other.  If they get out, there will be a pack of dogs running adjacent to the nursery school and playground.  While I do appreciate that temporary cyclone fencing is more expense than a roll.of plastic, I have to question what price is it worth to keep all the people enjoying Nealon Park safe - including the dogs? 
I hope this situation can be resolved  before an unfortunate occurrence happens.
