Many private and public businesses utilize contractors to perform a myriad of tasks and jobs. And I believe that government agencies should do the same. Contractors can be hired and released - there are no long-term lingering benefits, etc. costs associated with employees, particularly union employees. And, if managed well, work quality will more than likely be higher in the long-run resulting from more competition.


As for the disclosure requirements, it seems to me that $5,000,000 is a quite high threshold. Maybe $100,000 is too low, but nothing over $1,000,000 should go unscrutinized.


Any bill approved by the city council should strengthen the use of contractors, not weaken their use.
