Barbara, while following up on this FPPC action:

24. In the Matter of Committee to Support Menlo Park Schools, Yes on Parcel Tax Measure X and Robyn Wheeler; FPPC No. 17/00089 (Streamline Settlement). Staff: Chief of Enforcement Galena West and Political Reform Consultant Chloe Hackert. Committee to Support Menlo Park Schools, Yes on Parcel Tax Measure X is a ballot measure committee to support Measure X on the March 7, 2017 Special Election ballot in San Mateo County. Robyn Wheeler is the Committee’s Treasurer. The Committee and Wheeler failed to report occupation and employer information for contributions received during the reporting periods of November 28, 2016 through January 21, 2017, in violation of Government Code Section 84211 (2 counts). Total Proposed Penalty: $678.

I came across two other items which were removed from the consent calendar:

Conflict of Interests

3. In the Matter of Eric Reed; FPPC No. 15/1174. Staff: Commission Counsel Toren Lewis. Eric Reed failed to timely disclose his economic interests of between $10,001–$100,000 of AT&T stock on his 2014 Annual Statement of Economic Interest, in violation of Government Code Section 87203 (1 count). As a Belmont City Councilmember, Reed voted on AT&T’s appeal of a Planning Commission decision at the February 10, 2015 city council meeting, when he knew or should have known that he had a disqualifying conflict of interest by virtue of his ownership of AT&T stock, in violation of Government Code Section 87100 (1 count). Total Proposed Penalty: $4,500.

Campaign Non-Filer

9. In the Matter of Committee to Elect Marina Fraser, Marina Fraser, and Jackie M. Buckley; FPPC No. 16/140 (Default Decision). Staff: Commission Counsel Amanda Kelly and Staff Services Analyst Dominika Wojenska. Marina Fraser served on the Half Moon Bay City Council from 2011 through 2016. Committee to Elect Marina Fraser is her candidate-controlled committee. Jackie M. Buckley is the Committee’s treasurer. The Committee, Fraser, and Buckley failed to timely file eight semiannual campaign statements, in violation of Government Code Section 84200 (8 counts); and failed to pay the 2013, 2014, and 2016 $50 Annual Fees to the Secretary of State’s Office, in violation of Government Code Section 84101.5 (3 counts). Total Proposed Penalty: $41,000.

Committee to Elect Marina Fraser - Default Decision

After watching the video of the meeting, I am convinced that the FPPC is a tool of incumbents used to discourage would be challengers. See:
