Oak Grove Bicycle Pilot

Dear City Council Members,

On March 28, 2017, you decided to delay the implementation of the Oak
Grove/University trial pending further outreach. Staff has indicated that
the new opening of the route will be September or October at the earliest
rather than July as was scheduled. The decision to delay raises a number
of troubling procedural and political issues which have already been
identified by others. I would like to focus on why a July opening is

1. The July start date allows us to have the route in place before the
start of school in the fall. A later start date forces people to change
their parking habits in the middle of the school year leading to
unnecessary confusion, complaints and dysfunction.

2. By opening the route before school starts, we can make any necessary
small changes before lots of young kids and their parents are riding on

3. The delayed start date pushes the project implementation and opening
into the rainy season when fewer people will be using the facility.

4. Council called for a review three months into the trial which would be
in the middle of winter assuming a late fall start date. These months have
lower bicycling rates so a review may draw incorrect conclusions which may
have a negative overall impact on the project.

It is imperative that the project is implemented according to the original
July opening date. Let's move forward on this facility which improves
safety for bicyclists, pedestrians and drivers.
